From the Executive Summary:

Viet Nam signed and ratified the United Nations Framework Convention on Climate Change (UNFCCC) in 1992 and 1994 respectively. The Kyoto Protocol (KP) was also signed and ratified in 1998 and 2002 respectively. Viet Nam is a non-Annex I Party to the UNFCCC. The Ministry of Natural Resources and Environment (MONRE) has been assigned by the Government as the National Focal Point to implement the UNFCCC and KP.
